How to Start a Cosmetic Brand in India: The 2026 Founder’s Guide

Every week we take calls from founders who want to launch a skincare or haircare brand and aren't sure what happens between "I have an idea" and "my product is on a shelf." This guide is that call, written down — the actual sequence, the realistic costs, and the mistakes that burn first-time founders.

1. Decide what you're selling before how you'll make it

The brands that move fastest arrive with three things decided: a category (say, face wash), a benchmark product ("like X brand's, but gentler"), and a price point. A manufacturer can take you from there in weeks. Founders who arrive with "something in skincare" spend months in exploration instead.

Start with one or two SKUs, not a ten-product line. Each SKU needs its own formulation, packaging, minimum order, and regulatory registration — a full line multiplies every cost and delay by ten before you've made a single sale.

2. Choose your manufacturing model

You don't need a factory. In India there are three ways to manufacture without one:

  • Private label — you brand a manufacturer's ready, tested formulation. Fastest and cheapest route to market.
  • Third-party (contract) manufacturing — the manufacturer produces your formulation, developed with their R&D team or brought by you. More control, longer development.
  • Loan license — you hold the manufacturing license; production runs at the manufacturer's certified premises. Mostly relevant once you're established.

3. Understand the licenses you actually need

Cosmetics in India are regulated under the Drugs and Cosmetics Act, 1940. The practical split:

  • Manufacturing license — held by whoever physically makes the product. If you use a contract manufacturer, this is their license, not yours. Ask for it and verify it.
  • Your business registrations — GST, trademark for your brand name (file this early; it takes months), and FSSAI only if you cross into ingestibles.
  • Labeling compliance — MRP, batch number, manufacturing license number, ingredient list (INCI), and net quantity are mandatory on pack. Your manufacturer should provide the license details and batch data for every run.

4. Budget around the minimum order quantity

Serious GMP-certified manufacturers set MOQs — ours is 5,000 units per SKU — because a production batch has fixed costs (line setup, QC testing, documentation) that don't shrink for small runs. A "manufacturer" offering 500-unit runs is usually a repacker or a lab producing outside a certified batch process.

Plan your launch capital around your first full batch: product, packaging, plus your marketing budget. Underfunding the marketing side is the most common failure we see — the product gets made and then sits.

5. The development timeline, realistically

  1. Brief & quote — a few days once your category and benchmark are clear.
  2. Sampling — 2–4 weeks for private label; longer for custom formulation, with 2–3 revision rounds being normal.
  3. Packaging — often the slowest step. Bottles, pumps, and printed cartons have their own vendors, MOQs, and lead times. Start this in parallel with sampling, not after.
  4. Production & QC — once samples and packaging are approved, the batch is scheduled, produced, tested, and released with documentation.
  5. Repeat orders — much faster; ours typically ship within 21 days.

End to end, a first order commonly lands 6–10 weeks after a clear brief — and packaging indecision is the usual reason it takes longer.

6. Pick the manufacturer like an investor, not a shopper

Cheapest quote is the wrong filter. Check instead:

  • Certifications — ISO 22716 (cosmetics GMP) and a valid manufacturing license are the floor. Ask to see both.
  • Documentation per batch — COA and MSDS should be standard, not an upsell.
  • R&D depth — can they work from a loose brief? Match a benchmark? Handle actives?
  • The factory visit — any serious manufacturer welcomes one. We do, by appointment, at our Silvassa facility.
  • Who else they make for — client history tells you what their quality system has already survived.
